Opening the meeting, N. Korolevska declared that the People´s Deputies had elaborated a number of ‘antidepressant´ measures for these regions.
The local self-government bodies in
the depression regions are recommended to give the opportunities for leasing
under the simplified procedure and also simplified relinquishing to the state or
public property of not working objects.
It was emphasised that it is necessary to form on the territory of the depressive regions all the stimuli for the renovation of the small and medium-sized businesses.
N. Korolevska also stated that there at the present moment in the parliament certain number of bills aimed at the development of the depressive regions on state and private entrepreneurship, on industrial parks and on territories of the perspective development
The bill on state and private entrepreneurship envisages the determining of the legal basis of interaction between the state and private partners and the main principles of state-private cooperation on the agreement ground through the more effective use of the state property, involvement of the investments in the Ukrainian economy, industrial and social modernization and increase of the goods, services and works quality. In particular, it envisages the regulation of the relations concerning the preparation, use and cessation of the treaties that are concluded in the framework of the state-private partnership, implementation of the guarantees of rights and legal interests keeping by the treaty parties.
The bill on industrial parks determines the main legal basis for the formation and functioning of the industrial parks. It contains the principle concerning the peculiarities of their functioning, conditions of the state support. The Bill envisages the two forms of the industrial parks according to the form of their support by the state: full or partial compensation of the percentage rate according to the involved banking loans and implementation of the norm of the accelerated admortization of new general fund groups 3 and 4.
The Committee deems the adoption of the bills is aimed at the economic development of the regions, through the renovation of the industrial potential of non-profitable enterprises in industrial zones.
